As per the latest updates from the Solar industry, consumers are not getting any clear idea on how to get subsidy from the central government. Particularly in Haryana, where the Renewable Energy Department through its website www.hareda.gov.in has been showing an update regarding shifting of subsidy from HAREDA to DISCOMs(Read here) 20th June onwards. Since then, consumers are calling us for setting up residential rooftop solar plants in Haryana and we, as Solar Plant Installers have to tell them to wait further.
DISCOMs in Haryana, namely Uttar Haryana Bijli Vitran Nigam Limited(UHBVN) and Dakshin Haryana Bijli Vitran Nigam Limited(DHBVN) floated an EoI for empanelment of Solar Plant Installers in September, 2019 i.e. after two months of subsidy closing by Nodal Agency-Haryana, MNRE(HAREDA) and that too with stiff conditions for new Entrepreneurs or MSMEs, whereas for residential sector, no big company will bother to install Solar plants for a size of 1KW, 2KW or 3KW. Clearly, the policy makers are not considering the waiting period as well as the delay in implementation of JNNSM(Jawahar Lal Nehru National Solar Mission) Part-2, i.e. installation of 40GW Solar rooftop Solar Plants by the year 2022. The Ministry of New & Renewable Energy vide its notification no 318/331/2017-GCRT dated 3rd September, 2019 has stated that SERCs(State Electricity Regulation Commissions) will decide on subsidy disbursement to all eligible consumers, whereas all systems with State nodal agencies like HAREDA were already intact and easy for consumers as well as System Integrators.
So, the answer to any new Solar residential rooftop Solar consumer’s Solar subsidy is unwillingly-“Not clear!” as on 13th October, 2019. How does the central government then plans for such a big target, when their nodal agencies fail to set up simple systems for the policy implementations?
As per latest updates- A group of private system integrator companies have filed petition in Hon’able High Court-Punjab and Haryana against UHBVN EoI and the Hon’able court has directed Discoms and MNRE to put their clarifications on 29th October, 2019.
