There was a time during last financial year i.e. 2018-19, when every new entrepreneur in Solar field was getting some new work in the shape of residential Solar power plants under Rooftop Solar Scheme. The subsidy of 30% of total Solar plant cost was being disbursed through ADC offices of each district in Haryana, but then came a disastrous move by the honorable Ministry of New and Renewable Energy(MNRE, Govt. of India) in May, 2019.
The move was to give the charge of subsidy disbursement to DISCOMs in each Indian state. It is already a well known fact that the DISCOMs were hardly trying to settle down and learn the Net-metering procedure due to non availability of skilled staff and now the extra work of subsidy disbursement. The central government must have considered their miserable condition while making the change, when India as a country was entering this phase change. We are becoming a digital country, that directly means that subsidy system was going to be automatic, but this policy change has given the powers to a department, which lacks the employee numbers required to execute this bulge project. We are going through an economic slowdown, people don’t have cash in hand to invest, businesses are running slow or it would not be wrong to say- “Businesses are merely surviving”. The only hope for new entrepreneurs was residential customers. That too has been brought to zero by policy change. The situation is like “Trahimam” for new Solar entrepreneurs as well as the so called well established firms. Fingers crossed as the matter is now with the Honorable High Court of Punjab & Haryana for the negative changes done in subsidy distribution procedure by DISCOMs in Haryana. Since June 2019 as per the data collected from fellow companies, no residential rooftop Solar power plant in Haryana has been installed, as there is no subsidy in picture.
